The mantra is a dhyana (meditative) formula used to contemplate these deities and invoke their grace. According to the Tantraraja Tantra (Chapter 15), the fourth enclosure is associated with the power of iccha (will) and represents the aspect of the Divine Mother that fulfills desires and grants prosperity.
